When home-improvement chain Menards decided against opening a store on Waterloo’s much-maligned east side, most people saw it as a loss.
Allen Speller and his father, Wendell, saw it as an opportunity.
In another week or two, the pair’s True Value store will open up at 1027 E. Fourth Street, the first hardware store in Waterloo north of the Cedar River in many years.
