A 20-year-old man is dead after Elkhart Police say he was a “targeted victim” in a shooting Sunday night. An 18-year-old man has been arrested for the crime.
It happened just before 7:30 p.m. at the Menards store on 601 east Windsor avenue. It happened in the parking lot just outside the Garden Center area of the store.
