The city has negotiated a tax-relief deal with the owner of the former Elwood Adams Hardware Store building on Main Street for a mixed-use development there, with retail on the first floor and market-rate housing on the upper three floors.

City Manager Edward M. Augustus Jr. said Hingham-based Elwood Main, LLC plans to invest more than $4 million to create 13 one-bedroom apartments on the upper floors, which have been vacant for years.
